Read the book. There’s more context. It’s not actually Glinda that tells her to go to the wizard. There is a 3rd witch. That witch tells her she doesn’t know how to send her home and to ask the wizard. Glinda didn’t know. So that’s why Glinda is like oh, you could leave the whole time though. Because she obv did know how to leave. In the book, Oz is real and not a dream. They changed a lot for the movie adaptation.
