The "noob" just consisted of building the rig
I wouldn't recomend using that for actual production. It's using a feedback loop and it's very glitchy and unpredictable and every time you move the timeline it will give a different result.
Noob: Tries too hard Pro: just takes time legend: “copy & paste”
Use Bendy Bones it's more intended way for rigging such as tail. No need to setup constraints

It's amazing how many complex tools are in the program. The issue is discovering them, their uses, and remembering all 9000 tools in your pocket 😵💫

A pro artist wouldn't do this. Doing this results in bones that won't immediately reset their position when you do 'reset all' in order to return to your rest pose, it's also very expensive on computation. Ironically this is more of a newbie thing, since it's a quick and dirty way to achieve secondary motion.
