The reason /dev/shm and /var/tmp don't work is because they are special directories with the sticky bit set (drwxrwxrwt). And on Debian, the kernel setting in (/proc/fs/protected_symlinks) restricts dereferencing symlinks in these directories unless the owner of the symlink matches the owner of the process or script trying to access it.

To make the symlink work, i had to create the one actually points to root flag inside the quarantine folder - because it was linking like /var/quarantined/root/root.txt - no idea why it happened since i was passing the exact locations
