Early F-4 Phantoms didn't have internal guns, and the early gunpods didn't have their own power supply but instead ran on a small turbine that was turned by wind. So below a certain speed (I guess about 500 kmh) F-4 Phantoms couldn't use their guns.

This is because historically back during Korea and Vietnam the F4 Fantoms had no gun, and many pilots were blasted out of the sky, for this and the loss of skill for dogfighting.

The F-4 Phantom didn’t have a machine gun and pilots found themselves in trouble when either they ran out of missiles or they didn’t work and needed guns for close range dogfights.

Vietnam era air to air missiles were not as reliable to the current generation. Therefore, the Vietnam rationale for guns is somewhat outdated. In the last 50 years, how many fighter on fighter air to air engagements have resulted in downed fighter by guns? Sure there still cases for some fighter or ground attack have guns.The F35? Not so much. Missiles and guided precision bombs are going to be 99% all it needs it it's role.

Honestly, it's practically a waste to have it, it can only shoot for a few seconds before being out of ammo. Yes that's enough to take out an aircraft, but better not shoot unless you're sure you'll hit it.

The use of the F-4’s gun against air targets was pretty much non-existent. It was great against ground targets though. The engineering that went into the F-35’s gun will likely not be worth it.
