I worked for a police department in the Little Rock area when the killer was active. My personal theory was the killer was also homeless. Having worked in the area I can tell you that Little Rock shuts down at around midnight. New York might be the city that never sleeps. Little Rock is the city with a bed time. Between 1-4am the only people you see awake and moving around are the homeless, police, fire, EMS, and maybe some of the staff at the regional hospitals. The killer had a general idea of where to look for homeless people being out and about at the time when there would be the least amount of witnesses. As well with at least the homeless in Little Rock they all mostly maintain the same schedule. They are all up and moving around in the hours of darkness. The reason for that prior to the serial killer was actually for safety. Homeless who bed down and try sleep through the night are vulnerable to being raped, murdered, or robbed. If they stayed mobile and waited for the sun to come up their chances of survival would go up. They didn't factor in someone who knew that trick hunting them down at night. Another reason I figure the killer was homeless was a lack of a vehicle being put out at any point. Little Rock/North Little Rock do have public transit, but it's not the best system. Typically if you have a place to stay in LR you need a car to get to where you need to go. With all the ring cameras and everything else watching us 24/7 it never caught the guy going back to his vehicle. Personally I think the slasher went to prison or the state psych hospital for an unrelated crime. It's either that or he's dead. You don't see serial killers go dormant for years at a time (with exceptions being Gary Ridgeway and Dennis Rader who were a lot more sophisticated than the LR Slasher)
