i think you mean four concepts? The terrain, the procedurally generated/scattered foliage and rocks etc., texturing and finally .... everything else, lighting, clouds, other post processing stuff and vfx, actual models (villages/buildings etc.), coding enemies or passive npc's, story/narrative/plot, any sort of systems and mechanics, rules, goals you know the small things...
If you create an open world game as like ypu told in this short, it’ll always crash even on a quantum computer. If you have a map 64 km2 , you need to divide it to hundreds of pieces like 100m x 100m then, it should render around 500 square meters around the player. Not the whole foliage, mesh and other elements of the whole map.
