Herbert Hoover really was Jimmy Carter before Jimmy Carter. Like Jimmy Carter he was plagued by economic problems that resulted in him only getting a single term and losing in a landslide. Also like Jimmy Carter, Hoover lived for a very long time and stuck around long after his time in office had ended. He left office in 1933 and died in 1964.

From what I understand presidential pensions were specifically introduced in the 1950s due to the financial hardship of Harry S Truman, who never came from a particularly wealthy background in the first place and didn't have a legal career to fall back on unlike many of the former presidents.
