The entire bottle needs to be filled with whatever is in there (gas, liquid) and if any comes out, some has to go in. That explains how if the cap is on, nothing is entering the bottle and nothing can come out. If the cap is open, something CAN enter and something can leave. According to this situation, the water only comes out when the air comes in. To conclude, air is filling up the wasted amount of water that has been pushed out; and if no air is entering, no water can be pushed.  Hope this helps!
