Around the 9:00 mark, your discription of the DHCP renewal process is off. The leaseholder will will go back to the DHCP server after 2/3 of the lease has passed and request renewal of the same IP address. Assuming it gets through to the DHCP server that had the lease, it should be renewed. The leasehold will make additional requests to renew its address until it is either renewed or has expired, at which time the leasehold will give up its address and start the address aquisition process anew.
